I think you will find both pros and cons on any company you ask about. Dart has been around for some time so that in itself says something about the company. Put an application in with Dart get approved then I would ask for a meeting with the company your with tell them the problems you have had and see what happens. If they promise to do something about it then you might want to give them a 2nd chance if they just shrug you off it is time to move on.
No company wants to lose a good driver and management may not be aware of the issue air it out AFTER you have been approved at another company.
